3rd India-Vietnam Security Dialogue held in Ha Noi

India and Vietnam held the third India-Vietnam Security Dialogue in Ha Noi, Vietnam on Thursday. The dialogue exchanged views on global and regional security issues, as well as discussed strengthening cooperation in areas such as counter-terrorism, combating organized crime and information sharing among law enforcement agencies.

The Ministry of External Affairs said in a press release, "The 3rd India-Vietnam Security Dialogue was co-chaired by Deputy National Security Advisor Shri Pavan Kapoor and Deputy Minister of Public Security Lt Gen Pham de Tung in Ha Noi, Vietnam on 05 December 2024. The two sides exchanged views on implementation of aspects of the Action Plan for Global and Regional Security and India-Vietnam Comprehensive Strategic Partnership.

Parties Share Perspectives

The two sides discussed strengthening cooperation in areas such as counter-terrorism, combating organised crime and information sharing between law enforcement agencies. They also agreed to deepen cooperation on the economic dimensions of security and emerging technologies, including cybercrime.

They also discussed strengthening training and capacity-building cooperation, including in UN peacekeeping. The Foreign Ministry said that during the visit, Deputy NSA Kapoor met with Minister of Public Security General Luong Tam Quang and Deputy Prime Minister and Foreign Minister Bui Than Son.

Both have historical roots to independence

The bilateral security dialogue is held biennially under the framework of a Memorandum of Understanding signed in 2016 for cooperation between the National Security Council Secretariat of India and the Ministry of Public Security of Vietnam. The next talks will be held in India. India and Vietnam, which have historical roots in the national struggle for independence, have traditionally shared close and cordial bilateral relations.

India was the chair of the International Commission for Supervision and Control constituted in pursuance of the Geneva Convention of 1954 to facilitate the peace process in Vietnam. India initially maintained consulate-level relations with the then North Vietnam and South Vietnam and later established full diplomatic relations with unified Vietnam on January 7, 1972. During the visit of Prime Minister Nguyen Tan Dung of Vietnam to India in July 2007, bilateral relations between the two countries were elevated to the level of 'Strategic Partnership'.
