CIA Director John Ratcliffe engaged in significant talks with Cuban officials from the Ministry of the Interior during a visit to Havana. The meetings took place against a backdrop of strained relations between the United States and Cuba, long-standing adversaries.

A CIA official confirmed that Ratcliffe met with Cuban counterparts, including Minister of Interior Lazaro Alvarez Casas and the head of Cuban intelligence services. During these discussions, Ratcliffe conveyed a direct message from President Donald Trump, emphasizing the U.S. readiness to engage seriously on economic and security matters. However, this engagement is contingent upon Cuba implementing fundamental changes.
The talks centered on crucial areas such as intelligence cooperation, the stability of the economy, and broader security concerns. A key point of emphasis was ensuring that Cuba does not serve as a safe haven for adversaries operating within the Western Hemisphere.
Cuba’s Stance and U.S. Opportunity

In response, the Cuban government issued a statement aimed at refuting any notion that the island poses a threat to U.S. national security. Cuba argued for its removal from the U.S. list of state sponsors of terrorism. The dialogue offers Cuba a rare opportunity to address its economic challenges and improve conditions for its citizens. However, sources cautioned that this window for stabilization and improved relations may not remain open indefinitely, urging Cuba to seize the moment rather than continue on a path toward isolation.
