The Union Public Service Commission (UPSC) has released the notification for the Civil Services Examination (CSE) 2026, introducing notable revisions to eligibility criteria and attempt-related provisions. This year, the Commission has laid down explicit guidelines for candidates who have already been selected or are currently serving in civil services. New conditions now govern whether officers from services such as the IAS, IPS, and IFS can reappear for the examination, switch services, or avail further attempts.

UPSC has also clearly specified which categories of candidates will be permitted to take the upcoming examination and who will be barred from doing so. The CSE 2026 aims to recruit officers for several Group A and Group B services, including the IAS, IPS, IFS, and IRS, with a total of 933 vacancies announced. Eligible and interested candidates may submit their applications through the official UPSC website up to February 24.

UPSC Civil Services Exam: Who has been banned?

As per the latest UPSC rules, candidates who have already been recruited into the Indian Administrative Service (IAS) or the Indian Foreign Service (IFS) through an earlier selection process and are currently serving will be ineligible to appear for the Civil Services Examination (CSE) 2026. Furthermore, if a candidate is appointed to a service after clearing the Preliminary Examination but before the Main Examination, they will not be permitted to appear for the Mains. Likewise, candidates who receive an appointment after the Main Examination but before the declaration of final results will not be considered for service allocation under the new examination cycle.

Separate and strict rules for IPS

This time, the rules regarding IPS have been made more clear and strict. Candidates who have already been selected or appointed to the IPS will not be reassigned to the IPS cadre based on the results of the CSE 2026. This means that such candidates will not be eligible to seek IPS service again.

Opportunity to re-appear in CSE 2027

Candidates selected for the IPS or any other Group A service through the CSE 2026 and wish to reappear in 2027 will need to obtain a one-time training exemption from their respective departments. They can defer the foundation course, but their service allocation will be canceled if they leave the training without permission.

The ‘One-Time-Opportunity’ Rule

A special exemption is granted to candidates selected in CSE 2025 or earlier. Such candidates may appear for either CSE 2026 or CSE 2027 without resigning. However, they will be required to resign from their service to appear for CSE 2028 or later.
