The Cabinet also approved Rule 28A of the Punjab Cooperative Societies Rules, 1963, providing for a uniform disciplinary and appellate framework. This will eliminate duplication of appeal channels, avoid conflicting decisions within the same board or its committees, and establish a clear chain of command in disciplinary proceedings. It will also ensure that appeals are heard only once within the organisation. This will strengthen institutional accountability and protect employee rights by ensuring due process and defining authority at every level under a clear, uniform framework. This will bring uniformity across all apex institutions and central cooperative banks operating within the cooperative sector in Punjab.
