Mann didn’t just award contracts; he changed the rules of the game. He swiftly eliminated the old politics of commissions for tenders, saying, “Build a good road, and you’ll get your money on time.” But for malpractices, a Punjabi says, “Ek Bhith, Ek Thok.” And this warning didn’t become a stick; it became a system. A flying squad was formed, tasked with checking the road’s depth, thickness, and purity of bitumen, all on the spot. A video would emerge from a village, and the government’s actions would reach the site directly. Previously, the system would only hear complaints after they were received; now, it alerts even before a complaint is made.

In many places, substandard materials were found, tenders were cancelled, and officials were suspended. A road was being built like a wall without mortar. When the news reached the government, the work was immediately halted. The contractor’s contract was cancelled, and a new construction order was issued. And when the responsibility rests with the contractor, when the public is the observer, and when the Chief Minister makes warnings instead of promises, the road’s lifespan is naturally strengthened. Here, along with construction, the contractor is also responsible for five-year maintenance, so that the road doesn’t wear out in a year or two.
