It is worth nothing that in a meeting held at Rajput Sabha Bhavan, people from different communities including Rajput, Brahmin, Agarwal and Kayastha along with other communities announced the formation of a joint struggle committee. They will also decide on the strategies upbringing by this committee. Mahipal Singh Makrana, the national president of the Rajput Karni Sena, compared the new UGC rules to the Rowlatt Act introduced by the British government and stated that this fight will continue until the UGC withdraws these new rules.

Protest Against UGC Bill in Jaipur: What is UGC Act?

UGC Act, or the University Grants Commission Act, 1956, is the law that governs higher education in India. It established the University Grants Commission (UGC), whose objective is to maintain the quality of education in universities and colleges. The UGC’s functions include setting standards for higher education, monitoring curricula, determining teacher qualifications, and providing financial assistance to eligible institutions. This Act ensures that the education system in universities across the country remains uniform, transparent, and of high quality, and that students receive recognised degrees.
Why did UGC Act cause controversy?

The controversy surrounding the UGC Act arose because recent new UGC rules/amendments were alleged to weaken the autonomy of universities. Several teachers’ organisations, student organisations, and state governments argued that these changes would give the central government excessive power and diminish the role of the states.
Opponents feared that political interference in appointments, curriculum, and administration would increase. Some even compared it to the Rowlatt Act of 1919, claiming it was being imposed without broad consensus. This led to protests across the country, calls for strikes, and the matter reaching Supreme Court, which has temporarily stayed the new rules.

Supreme Court has temporarily stayed the new rules (regulations) related to the UGC Act. The Court clearly stated that until the case is fully heard, new UGC rules will not be implemented, and the old rules will remain in effect.
Supreme Court’s decision came after petitioners alleged that the new rules would compromise autonomy of universities and grant central government excessive powers. Court has also sought a response from the central government and UGC and has scheduled a date for the next hearing.
