National Expressway Toll Tax:  In a major relief for commuters, the government has issued a fresh notification amending the National Highways Fee (Determination of Rates and Collection) Rules, 2008, introducing significant changes to toll tax regulations across the country.

Under the revised rules, toll will no longer be collected at expressway rates if construction or upgradation work on the expressway remains incomplete. In such cases, commuters will either be exempted from paying toll altogether or will be charged at the lower rate applicable to a regular national highway instead of the higher expressway tariff. This move is expected to provide substantial financial relief to daily travelers and commercial vehicle operators who were previously paying full expressway toll despite ongoing construction and incomplete infrastructure.

The amendment aims to ensure that road users are charged fairly and only for fully developed, high-standard expressway facilities. By linking toll rates to the completion status and quality of road infrastructure, the government seeks to improve transparency and accountability in toll collection.

Before the amendment, full tolls were charged even if the expressway was partially or completely completed, leaving drivers burdened with paying taxes for even the incomplete expressway. Furthermore, the toll will be charged at the national highway rate. It should be noted that under the new rules, tolls will only be charged for the operational or completed portion of the expressway, not the entire expressway.

These new rules will come into effect from February 15th to provide relief in toll tax. This will directly benefit trucks and private vehicles. Due to the lower toll, transportation costs may also decrease and fares are also expected to be affected. Under the new rules, due to the lack of complete facilities on the expressway, the toll will not have to be paid in full. Also, the toll on the expressway is approximately 25 percent higher than on the highway, but now on the newly constructed expressway, the toll tax will have to be paid equal to that on the highway.
