GRAP 4 Restrictions: The strictest anti-pollution measures have been reimposed in the national capital, Delhi, after the Air Quality Index (AQI) dangerously approached the ‘Severe+’ category. The Commission for Air Quality Management announced the re-implementation of Stage-IV measures under the Graded Response Action Plan (GRAP) in view of the rapidly deteriorating situation.
On Saturday evening at 4 PM, Delhi’s AQI was recorded at 400, which falls in the ‘Very Poor’ category. However, in just four hours, it rose to 428, dangerously close to the threshold of the ‘Severe+’ category (above 450). Therefore, several activities have been banned in the capital under GRAP-4.
Commission for Air Quality Management: What is the reason for increase in AQI?

According to officials, the sharp increase in the AQI is primarily due to a Western Disturbance, unfavourable meteorological conditions, and poor dispersion of pollutants. The Sub-Committee of the Commission for Air Quality Management stated in its notification that, to prevent further deterioration of the situation, it was unanimously decided to implement Stage-IV measures as a precautionary step.
Severe Air Quality: GRAP-3 restrictions were already in effect

Restrictions under Stages 1, 2, and 3 of the Graded Response Action Plan (GRAP) are already in effect in Delhi-NCR. In addition, stricter restrictions have been imposed under Stage 4, or ‘Severe Plus,’ to prevent further deterioration of air quality. This includes a ban on construction activities and strict monitoring of polluting activities. This step has been taken as a precautionary measure to prevent further increase in pollution levels.
Delhi Air Pollution: These activities have been banned

- Construction and demolition banned – all construction work, both private and government, will be completely stopped.
- Highway, flyover, pipeline, power transmission, and telecom work will also be halted.
- Ban on BS-4 and BS-5 diesel cars – the entry of these vehicles into Delhi-NCR has been completely banned.
- Ban on non-BS-VI vehicles – entry of older vehicles registered outside Delhi is prohibited.
- Ban on truck entry – only essential goods and electric trucks will be exempted.
- Strict action against trucks carrying construction materials – trucks will be seized if caught.
- Strict monitoring of industrial activities – complete ban on open burning of waste and biomass.
- Work from home implemented – 50% of staff in government and private offices will work from the office, the rest will work from home.
- Schools and colleges – classes other than 10th and 12th will operate in hybrid mode.
