DUMTA Bill News: To implement comprehensive reforms in the urban transport of the national capital, the Delhi government, under the decisive leadership of Chief Minister Rekha Gupta, has initiated the process of drafting a bill for the formation of the Delhi Unified Metropolitan Transport Authority (DUMTA) and a dedicated Delhi Urban Transport Fund (DUTF). This legislation aims to unify Delhi’s currently fragmented transport system under a single, coherent planning and governance framework, thereby developing a modern, efficient, citizen-centric, and environmentally friendly transport system for Delhi.

This initiative is a significant step towards reforming urban transport governance in Delhi. To expedite the drafting of the proposed legislation, the Chief Minister has constituted a high-level task force headed by the Chief Secretary. The task force has been directed to prepare and submit the draft bill within a stipulated timeframe, reflecting the government’s commitment and urgency towards these reforms. This decision is based on long-standing demands from urban planners, transport experts, and citizen stakeholders who have emphasised the need for an effective integrated authority for planning, investment, and operations across multiple transport agencies.

Chief Minister Rekha Gupta stated that, given the ongoing pressure of rapid urbanisation, a growing population, and an increasing number of vehicles in Delhi, there is now a need for systematic and structural solutions rather than piecemeal measures. The task force comprises senior officials from key departments, including Transport, Urban Development, Finance, Planning, Public Works, and Delhi Police. Representatives from major civic and transport institutions such as the Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD), Delhi Metro Rail Corporation (DMRC), Delhi Transport Corporation (DTC), National Capital Region Transport Corporation (NRTC), and Indian Railways have also been included.

Chief Minister Rekha Gupta stated that DUMTA will play a crucial role in strengthening public transport, improving last-mile connectivity, and reducing dependence on private vehicles, thereby alleviating road congestion. She emphasised that this initiative is a key part of the government’s long-term strategy to combat air pollution. The proposed Delhi Unified Metropolitan Transport Authority (DUMTA) is expected to oversee strategic mobility planning, the integration of metro, bus, regional rail, and feeder services, inter-agency coordination, the resolution of jurisdictional overlaps, and the improvement of the overall efficiency of public transport in Delhi.
