Delhi Government Initiative: Inspired by the Government of India’s ‘One Nation, One Card’ initiative, the Rekha Gupta Government in Delhi is set to launch the National Common Mobility Card (NCMC) for women residents of the Capital. On Monday, 2 March, at a special and grand programme titled ‘Sashakt Nari, Samriddh Delhi’ at the Indira Gandhi Indoor Stadium, the Hon’ble President of India, Droupadi Murmu, will formally inaugurate this ambitious ‘Pink Card’ scheme.
Chief Minister Smt. Rekha Gupta said that the card will provide free travel to women residents of Delhi on DTC buses. It will also enable seamless paid access to the Metro, Regional Rapid Transit System (RRTS) and other public transport services through a single smart card. According to the Chief Minister, this initiative marks an important step towards making public transport more accessible, safe and digital. It will reduce daily travel costs and expand access to education, employment, healthcare and social opportunities.
Delhi Government Initiative: Three types of Cards to be issued
The Chief Minister informed that three types of NCMC cards will be issued under the scheme. The Pink Card will be for eligible women residents of Delhi, the Blue Card for general commuters, and the Orange Card for monthly pass users. In the initial phase, the Pink and Blue Cards will be launched, followed later by the Orange Card.
She further stated that the Delhi Transport Corporation (DTC) has authorised Hindon Mercantile Limited (MufinPay) and Airtel Payments Bank Limited for issuing the cards. These cards will be integrated with the existing Automatic Fare Collection System (AFCS) operational within Delhi’s public transport network. The Pink Card will be provided completely free of cost to eligible women, with the entire expenditure borne by the Delhi Government.
Pink Cards to be available at Designated Centres
Approximately 50 centres will be established for card issuance, including District Magistrate (DM) and Sub-Divisional Magistrate (SDM) offices, along with selected DTC centres. The card will be issued on the basis of minimal documentation to ensure a simple, swift and transparent process.
Each Pink Card will be linked to the beneficiary’s mobile number and Aadhaar. Authentication through Aadhaar will verify age (above 5 years), gender (female), and Delhi residency (based on Delhi PIN code), ensuring eligibility and preventing duplication.
Pink Card to Replace Paper Tickets
The Pink Card will function as a touch-free and secure smart card. It will maintain an accurate digital record of every journey, reduce cash transactions, and ensure greater transparency in revenue accounting. Travel data will assist in route planning, optimising bus deployment, and informed decision-making. The Pink Card will replace the existing pink paper tickets, making the entire system simpler and more modern.
Milestone in Public Transport Reform
Chief Minister Smt. Rekha Gupta stated that the initiative is inspired by the vision of Hon’ble Prime Minister Shri Narendra Modi under ‘Digital India’ and ‘One Nation, One Card’, and represents a significant step towards establishing an integrated, modern and women-centric public transport system in Delhi.
On the occasion of the launch, selected eligible women beneficiaries will be formally presented with the Pink NCMC Cards. The initiative is set to become a landmark reform in advancing a modern, digital and inclusive public transport system in Delhi.
Launch of Free LPG Cylinder Scheme
At the same event, the Hon’ble President will also formally launch a scheme to provide two free LPG cylinders annually to all ration card-holding families in Delhi on the occasions of Holi and Diwali.
According to Chief Minister Smt. Rekha Gupta, the benefit will be provided through Direct Benefit Transfer (DBT). An amount equivalent to the prevailing price of one LPG cylinder will be credited to the Aadhaar-linked bank account of the head of the family in whose name the ration card has been issued.
The scheme is expected to cover approximately 1.55 million ration card-holding families. It aims to ease the financial burden of cooking fuel expenses and enable families to celebrate festivals with dignity and comfort.
