CM Bhagwant Mann’s Japan Visit: The second day of Chief Minister Bhagwant Singh Mann’s visit to Japan was a significant one for Punjab. Toppan Speciality Films Private Limited (TSF), a leading Japanese company, signed a significant agreement with the Punjab government, promising an investment of approximately ₹400 crore in the state. This investment will be used to expand the company’s existing production facility and establish a new skill development centre.

The Chief Minister informed that the objective of this MoU between TSF and Invest Punjab is to establish a modern Skill Excellence Centre in the state. This centre will provide advanced training to youth, workers, and semi-skilled individuals, enhancing their employability. According to Chief Minister Mann, this centre will provide training tailored to the current needs of industries, enabling youth to become directly employed in the industry. Additionally, this initiative will open up new employment opportunities in Punjab.

The Chief Minister stated that this partnership will create training programs that align with today’s modern and emerging industries. This will include technical skills that are not readily available today but are in high demand in the industry. Under the agreement, young people who complete the training will be issued industry-specific certifications, recognised nationally and globally. This certification will help them secure apprenticeships and employment opportunities with TSF and other major companies.

The Chief Minister stated that this project will be implemented in collaboration with a polytechnic or technical institute in Punjab. This will not only strengthen training programs but also enhance academic collaboration. TSF’s collaboration will also include developing a curriculum tailored to industry needs. The company will provide financial assistance, technical guidance, training resources, and apprenticeship facilities. Upon completion of the training, qualified youth will also be provided with suitable employment.

The Chief Minister stated that, given the Punjab government‘s support and the state’s favourable environment, TSF has decided to expand its production capacity in Punjab. The company plans to invest approximately ₹400 crore to incorporate new technology, increase production, and create more jobs. TSF stated that its positive experiences with the Punjab government, such as simplified procedures, a favourable investment climate, trained human resources, and uninterrupted power supply, have encouraged them to expand here.

Company’s Confidence and Government’s Assurance

The company expressed hope that the necessary approvals and operational procedures for this expansion project would remain as simple and supportive as before from the state government. Assuring the company of full support, Chief Minister Mann remarked that the Punjab government places the highest priority on increasing investment and creating employment in the state.
