The incident has put the Nitish Kumar government under intense criticism, with many alleging administrative lapses and negligence.
Following protests and mounting public pressure, the state government has now decided to take strict action against the hostel operator in Chitragupta Nagar, Patna, where the student was staying. The hostel’s licence will be cancelled, and the operator will be barred from running any hostels in the city. Critics, however, argue that the decision came only after sustained outrage, highlighting systemic failures in ensuring women’s safety.
The student’s death was initially attributed to a suspected drug overdose. However, a subsequent Forensic Science Laboratory (FSL) report detected semen traces on her undergarments, raising the possibility of sexual assault. In light of these findings, both the Special Investigation Team (SIT) and the Central Bureau of Investigation (CBI) have initiated DNA profiling of potential suspects.
Investigators also found serious lapses in reporting the case to the police, leading to crucial delays in the investigation and deepening suspicion around the hostel management. Citing this negligence, authorities have decided to revoke the hostel’s licence and impose a complete operational ban on the operator in Patna.

Now, the Nitish Kumar government has taken a major step to protect female students and working women in Bihar. New guidelines have been issued for all girls’ hostels and lodges across the state. Under these guidelines, registration has now become mandatory for all girls’ hostels and lodges. Furthermore, special emphasis has been placed on providing women with a safe life, equal opportunities, and respect.
New Guidelines on Patna Hostel: What are the new rules?
According to the new rules, all girls’ hostels and lodges will be required to have a 24-hour female wardens. Furthermore, police verification of all staff, including wardens, guards, cooks, and cleaners, will be mandatory. To strengthen security, CCTV cameras will be installed at the main entrance, corridors, dining areas, and throughout the campus, with recordings to be preserved for at least 30 days.

To strengthen security, regular inspections of women’s hostels will be carried out by the police, the Women’s Help Desk, and the Abhaya Brigade. Any suspicious or criminal activity reported will be dealt with promptly. The administration has made it clear that there will be zero compromise on the safety of girls and women, and that all newly issued guidelines will be enforced strictly.
Hostels have also been directed to ensure adequate lighting, improved sanitation facilities, secure locking systems, and the installation of iron grills on windows. Additionally, every visitor must record their name, mobile number, and Aadhaar details in a mandatory visitor register. Entry of men into hostel dormitories will be strictly prohibited. To enhance monitoring, emphasis has been placed on installing biometric systems to confirm the presence of female residents and staff during night hours.
For emergency preparedness, hostels will display posters with important contact information, including the 112 emergency helpline, details of the local police station, the Women’s Help Desk, and the Abhaya Brigade. Students will also be trained to use the safety features of the 112 India mobile application to ensure quick access to help when needed.

A similar news emerged from Madhepura, Bihar. The body of a student was found hanging from a noose on the campus of BP Mandal Engineering College . The deceased student was identified as 20-year-old Khushboo Kumari, a resident of Begusarai and a second-year civil engineering student. Upon receiving the news of the incident, the college administration was thrown into a panic. A large crowd of students gathered at the scene.
