Odisha Tobacco Ban: In compliance with the direction of Supreme Court of India and FSSA, the Odisha government has announced a statewide ban on all products containing Tobacco and nicotine. The ban covers gutkha, pan masala zarda, khaini , , and any other food items containing tobacco or nicotine.
Odisha Tobacco Ban: What does the new rule say?

Under Regulation 2.3.4 of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, part of the Food Safety and Standards Act, 2006, the new rules prohibit the manufacture, storage, transport, trade, and sale of all tobacco and nicotine products. It applies to all forms, whether chewable or smokable, flavoured, scented, packaged, or unpackaged, and regardless of the product name.
Nicotine products ban in Odisha: New notification replaces the older one
The new notification replaces an earlier order from January 3, 2013, issued by the Health and Family Welfare Department. “Several products with various names containing tobacco and nicotine are widely available in the market and consumption of such products is hazardous to the health of the public,” the notification read.
The department official said, “The ban has included all oral tobacco products of any form being manufactured, sold, hoarded or consumed by people. It is reinforced by Supreme Court resolutions cited with more legal implications.”
Tobacco and Nicotine major cause of Cancer
Health professionals have highlighted that tobacco and nicotine-based products are a leading cause of throat cancer, oral cancer, and other severe diseases affecting internal organs. Children and adolescents are especially at risk, as these substances can cause long-term harmful effects on their health.
Data from the Global Adult Tobacco Survey (GATS) indicates that more than 42% of individuals use smokeless tobacco products—nearly double the national average.
