What is DUMTA: With the objective of achieving comprehensive improvements in the urban transport system of the national capital, the Delhi Government, under the decisive leadership of Chief Minister Mrs. Rekha Gupta, has initiated the process of drafting a comprehensive bill for the establishment of the Delhi Unified Metropolitan Transport Authority (DUMTA) along with a dedicated Delhi Urban Transport Fund (DUTF).
The proposed legislation aims to bring Delhi’s currently fragmented transport system under a unified, coherent, and coordinated planning and governance framework, enabling the development of a modern, efficient, people-centric, and environmentally sustainable transport system for the capital. This initiative is expected to become a major milestone in institutional reform in Delhi’s urban transport governance.
What is DUMTA: High-Level Task Force for Speedy and Inclusive Drafting
To ensure timely and inclusive drafting of the proposed law, the Chief Minister has constituted a high-level task force chaired by the Chief Secretary. The task force has been instructed to prepare and submit the draft bill within a defined timeframe, reflecting the government’s reform-oriented commitment and urgency.
This decision aligns with the long-standing demand of urban planners, transport experts, and citizen stakeholders who have consistently highlighted the need for an effective integrated authority to coordinate planning, investment, and operations among multiple transport agencies. Considering Delhi’s rapid urbanization, rising population, and increasing vehicular pressure, the Chief Minister emphasized that systemic and structural solutions, rather than fragmented measures, are now essential.
The task force includes senior officials from key departments such as Transport, Urban Development, Finance, Planning, Public Works, and Delhi Police. Representatives from major civic and transport institutions—Delhi Development Authority (DDA), Municipal Corporation of Delhi (MCD), Delhi Metro Rail Corporation (DMRC), Delhi Transport Corporation (DTC), National Capital Region Transport Corporation (NCRTC), and Indian Railways—have also been included. To ensure a balanced integration of global best practices and local needs, the Chief Minister has suggested co-nominating renowned urban transport experts.
Delhi News: Ending Fragmentation in Transport Governance
Explaining the background of the initiative, Chief Minister Rekha Gupta noted that Delhi’s transport agencies have historically operated in silos, leading to a lack of coordination in route planning, infrastructure development, and service delivery.
She stated:“DUMTA will establish coordination across Delhi’s entire urban mobility system. By bringing all modes of transport—Metro, buses, regional rail, Indian Railways, and feeder services—under a unified planning jurisdiction, we will ensure that transport solutions are efficient, inclusive, and citizen-centric.”
What is DUMTA: Public Transport, Pollution Control, and Long-Term Impact
The Chief Minister further emphasized that DUMTA will play a critical role in strengthening public transport, improving last-mile connectivity, and reducing reliance on private vehicles, thereby easing traffic congestion. She highlighted that this initiative is a vital component of the government’s long-term strategy to combat air pollution, as vehicular emissions are a major local source of pollution.
She said: “Our government is working simultaneously on short-, medium-, and long-term solutions to address pollution. This problem has worsened over the years due to the absence of structural reforms. The establishment of DUMTA will be one of the most significant long-term interventions to reduce dependence on private vehicles and provide clean, safe, and efficient mobility to every citizen of Delhi.”
Alignment with National Urban Transport Policy
Under the National Urban Transport Policy, the creation of Unified Metropolitan Transport Authorities (UMTA) has been envisioned for major cities to ensure strategic planning and coordinated implementation of urban transport systems. Given Delhi NCR’s growing population, pollution levels, road congestion, and increasing demand for organized public transport, the establishment of DUMTA has become critically necessary.
The DUMTA concept aligns with the UMTA framework proposed under the National Urban Transport Policy, 2006, which envisages an integrated authority as a nodal institution bringing together transport operators, urban local bodies, traffic police, and road infrastructure agencies within a single institutional structure.
Expected Role and Benefits of DUMTA
In the Delhi context, DUMTA is expected to oversee strategic mobility planning, integrate metro, bus, regional rail, and feeder services, improve inter-agency coordination, resolve overlapping jurisdictions, and enhance overall public transport efficiency. It will enable integrated ticketing systems, effective feeder connectivity, and coordinated implementation of transport projects.
This initiative marks a significant institutional shift in Delhi’s urban transport governance. DUMTA, along with the proposed DUTF as a dedicated financial mechanism, will support integrated urban mobility planning aligned with the city’s long-term and growing transport needs. According to the government notification, the task force will submit its recommendations within three weeks, after which the legislative process to finalize the bill will begin.
