Union Budget is Government’s financial plan for upcoming fiscal year, i.e presented in the Indian Parliament. This provides citizens an overview of key financial matters, that includes revenue, capital expenditure, economic growth, employment generation, inclusive development, and fiscal management.

It’s also known as the Annual Financial Statement (AFS). Union Budget is presented under Article 112 of Constitution. While this highlights government’s estimated revenue and expenditure for a financial year, April 1 to March 31. Basically, it serves as an outline for all the financial decisions and transactions government plans to undertake in the coming year.

Total Expenditure- It is the overall spending by Central Government, which combines both revenue and capital expenditure.

Revenue Expenditure- Expenses that do not create assets, such as salaries, pensions, subsidies, interest payments, and grants.

Capital Expenditure– Expenditures or spending of the Capital Account of Government’s budget includes such items as new road or building constructions (infrastructure projects), loans and investment capital to states and public entities. These expenses result in asset creation or reduction of liabilities

Grants-in-Aid for Capital Assets– These are funds provided to states or institutions for building assets. Although they create assets, yet treated as revenue expenditure under accounting rules.

Revenue Deficit- Occurs when government’s revenue spending exceeds its revenue receipts. This showcase that how much of routine expenditure by government is financed through borrowing.

Fiscal deficit- The difference between total expenditure of government and total money income (excluding borrowing) and represents the maximum amount required by the government to borrow during the year.

Revenue Deficit Effective: Adjusted by subtracting from revenue deficit the grant received for creating capital assets – represents the portion of the revenue deficit that will not help with the creation of any assets.

Primary Deficit: Fiscal deficit less interest cost on prior year’s debt. This reflects the requirement for government borrowing for the upcoming year, excluding interest due on existing debt.
