Safety Concerns Rise as Airports Lack Leadership

The wounds of the tragedy of the Air India plane crash in Ahmedabad may still be fresh, but it seems that despite this the Aviation Ministry is forced to follow its old ways. Reliable sources tell that even today at least one and a half dozen Indian airports are missing a 'regular airport director'. In their place, work is being done by 'temporary airport directors'. At many airports, many posts of officers handling the responsibility of safety and security are lying vacant.

It should be noted that the airport director plays the most important role in the smooth and safe operation of any airport. If we talk about the absence of a regular airport director, then as an example, you can name Prayagraj, Gorakhpur in the North, Raipur in the Central, Tirupati, Tuticorin and Raja Mundri airports in the South, Dibrugarh, Silchar, Jorhat in the North-East, Goa and Rajkot airports in the West where there is no regular airport director. In the coming days, the regular airport directors of Kolkata, Indore, Jammu, Pune, Dehradun are also going to retire or their tenure is about to end. If sources are to be believed, the selection process of the director to replace them has also been pending for many months. At most of the places from where the airport director departs, this responsibility is temporarily handed over to the senior-most officer there.

The most surprising thing is that the Western Region does not have any Regional Executive Director. Similarly, many posts in maintenance and operations are lying vacant for years. Even the regular safety officer is being replaced by people from other departments, while aviation experts say that 'safety officers undergo a special kind of training, they should be given important responsibilities only after such training.' DGCA i.e. Directorate General of Civil Aviation, which is also responsible for airport security, has exposed major security flaws at big airports like Delhi and Mumbai in its latest investigation. Immediately after the Ahmedabad accident, DGCA has been investigating many small and big airports one after the other, where it is finding flaws at all levels. The investigation has also revealed that aviation companies and companies providing services as operators at airports are ignoring the rules, which can become the reason for a major accident in the coming days.

Apart from this, BCAS i.e. Bureau of Civil Aviation Security, whose job is to audit the airports, along with DGCA, also faces a huge shortage of manpower. So, in such a situation, it is natural to raise the question whether Indian airports are running on God's mercy? Rubber deposits on the runway can also become the cause of accidents: During the rainy season, the work of runway maintenance becomes even more important and challenging, because the runway can become slippery due to the rainwater stagnating on it. In such a situation, the pilots of the planes landing or taking off also have to take special precautions. During such a season, the work of runway maintenance should continue smoothly. Usually, when planes land, rubber deposits of the tires start forming on the runway, which affects the 'friction value' of the runway, or in simple words, due to continuous rubber deposits, the runway becomes slippery and due to this, there is a danger of the plane slipping on the runway during 'landing' or 'takeoff'.

Usually the friction value of the runway is measured regularly, it is also visually observed, apart from this, if any crack is seen anywhere on it, then it is also repaired immediately. The rubber deposit from the rest of the runway is cleaned manually or by a special machine. Since the cost of this machine is very high, it is not possible to keep it at every airport. So, this machine is kept in different zones and is sent to the particular airport as per its demand. Sometimes, if the machine gets delayed in reaching there, then the specified airport tries to remove the rubber deposit manually. If the friction value of the 'touch down zone' (where the wheel of the plane touches the runway) is within the prescribed limit, then it is suitable for landing the plane there. The airport authority has to notify the touch down zone whose friction value is violating the prescribed limit. Then this information reaches the pilot of the plane after being 'notified', pilots do not make such notified areas their touch down zone so that any kind of untoward incident can be avoided.

Development and IAS officers in Delhi: In Delhi, under the leadership of Rekha Gupta, the BJP government has given charge to top class IAS officers from every corner of the country to run all the departments strongly and to get excellent work done in Delhi. This was done because it is being said that most of the ministers working under the leadership of Rekha Gupta have zero administrative experience. There are four IAS officers whose role is the most important. All of them are playing their important role from making the policy to implementing it. Like the CM's Principal Secretary A. Anbarasu is a 96 batch IAS officer who has been brought here from Puducherry. Similarly, 2006 batch UP cadre IAS Kaushal Raj Sharma has been made the CEO of Delhi Jal Board. In this sequence, other officers are also standing firm on the fronts. So, for their proper functioning, these officers are taking charge in different departments.

Be it PWD or Delhi Jal Board, all these officers are working with a free hand and everyone knows that they have to follow the orders received from the top. Now work is being done at a fast pace in all the departments, which means that Delhi is on the right path of rapid development. Congress in Bihar is at the mercy of God: The newly appointed president of Bihar Congress, Rajesh Ram, has claimed many times in front of his close ones that in the recent Bihar assembly elections, his party will give 85 percent of its tickets to SC, ST, backward-most backward and Muslims, which means that only 15 percent tickets will be given to the upper castes from the quota of Congress. It is believed that in alliance with RJD and leftist parties, this time Congress can get 40 seats, 15 percent of it means if Ram Saheb is to be believed, there is scope for only 6 seats for the upper castes. Congress currently has 5 elected forward MLAs, giving tickets to all of them again may possibly be the compulsion of the high command.

Former Bihar Congress president Akhilesh Singh, who belongs to the upper caste Bhumihar caste, wants a ticket for his son, and it may not be possible for the Congress leadership to ignore this. Famous journalist Ravish Kumar's brother Brajesh Pandey had arranged a meeting of Bihar Congress in-charge Krishna Allavaru with Lalu Yadav. Brajesh is also a strong contender for the Congress ticket. It is said that sensing Rajesh Ram's latest intentions, the upper castes have already started getting disillusioned with the Congress. Many forward leaders of the Congress have stopped coming to Sadakat Ashram, while RJD is pressurizing the Congress not to give tickets to more Muslim candidates. Rajesh Ram, who is the current MLA from Aurangabad's Kutumba reserve seat, wants his wife to contest from here this time. He has already warned the party leadership that since he has to travel all over Bihar and create awareness in favor of the Congress, he does not want to be tied down to one seat.

BJP and Akali coming closer again: The recent results of the Ludhiana by-elections have given BJP and Shiromani Akali Dal a chance to come closer again. However, the Akali Dal was engaged in extending a hand of friendship with the BJP for a long time. After this, Sukhbir Singh Badal started increasing his ties with the BJP again through his 'Man Friday' Manjinder Singh Sirsa. Sirsa is currently a minister in the Delhi government and in 2021, citing personal reasons, he left the Shiromani Akali Dal and joined the BJP. The way small hardliner parties have emerged in Punjab in the last few years, these parties have worked to make the political ground of the Akali Dal more barren. So, in such a situation, the BJP can prove to be a big savior for Sukhbir Singh Badal of the Akali Dal. In the recent Ludhiana by-election, while AAP's Sanjeev Arora won by getting 35179 votes, BJP managed to get 20323 votes, Shiromani Akali Dal got 8203 votes and Congress had to be satisfied with 24542 votes.

Now if we combine Akali Dal and BJP, their combined votes become 28526, i.e. this alliance can emerge as the second most powerful party in the state, BJP knows this, it is Sukhbir's political compulsion to keep telling this to BJP. …And finally: BJP has had close relations with JDU's working president Sanjay Jha. So, after 'Operation Sindoor', he was entrusted with the leadership of an important delegation in the delegations of MPs that were sent to different countries to present India's side. Recently, the Justice Ministry of the Central Government has hurriedly included Sanjay Jha's two lawyer daughters, i.e. Adya Jha and Satya Jha, in the Group 'A' panel to fight cases in the Supreme Court on behalf of the Centre. It should be noted that both daughters of Sanjay Jha have come to India with LLM degrees from two prestigious universities. While Satya has studied at Stanford Law College, Adya has obtained her law degree from Howard Law School. Just imagine the influence of Jha sahab that the Central Government made both his daughters council of the Group 'A' panel in a single day.
